What it usually turns out to be
One burner sparking over and over is nearly always the electrode or the spark module — and the electrode is the cheaper and commoner of the two. Before either is condemned, the porcelain gets cleaned and checked for a hairline crack, the gap to the cap is measured, and the ground is proved. A cracked electrode arcs to the burner base instead of across the gap, so it sparks bravely and lights nothing.
This is the altitude fault, and in this city it is the single most common range complaint. A burner metered at sea level runs rich a mile up: the flame lengthens, the tips go orange and carbon lands on the pan bottoms. The answer is the high-altitude orifice set for your model and the air shutters reset to the rating plate, not a new burner assembly.
A low setting that dies out is either an orifice sized wrong for the elevation or a valve whose grease has hardened, so the stem no longer meters smoothly across the last third of its travel. Both are bench work on the manifold rather than parts, and both are checked with a manometer on the burner before anything is replaced.
